The recently released report on the initiative details several key highlights, including:

  • An approach to disrupt the Cycle of Crime at every phase: Prevent/Deter, Detect, Disrupt, Investigate, Prosecute, Reimagine/Design

  • A closer look at the understanding the problem and challenges in the City of Memphis

  • How the state of technology today impacts crime

  • Fifteen recommendations to enhance or add to the current initiatives, with Intelligent Surveillance Infrastructure having the highest impact

  • Other recommendations such as policy-related, emerging technologies, community programs, and comprehensive smart city planning to make this initiative successful in implementation

The fifteen plan recommendations are summarized in the following heat map which shows how the implementation of the advanced technologies impacts each of the six phases of the Cycle of Crime.

Even at this early stage, Memphis is seeing encouraging progress in its efforts to enhance public safety. According to the City, in 2024 overall crime is down 13.3%, homicide is down 30%, and motor vehicle theft is down 39%. With stronger data-driven strategies and technological advancements that are reducing the alarming crime rates, the city is setting a precedent for other municipalities looking to modernize their public safety approach.
